1959: Junior College to Offer Exceptional Child Courses

As far as I can tell from this article, "special education used to encompass both children with disabilities who needed extra help, and exceptional children either with handicaps or who were simply gifted, back in 1959.

The Worthington Junior College (which evolved into Minnesota West) was offering courses on crippled children and exceptional children in 1959.
